NFPA 701 is the textile fire test that decides whether your Toronto restaurant, hotel, theatre or banquet hall passes its next fire inspection. Most operators have heard the term — few know what the test actually measures or what it takes to pass. This guide walks through both.

What Is NFPA 701?
NFPA 701 (Standard Methods of Fire Tests for Flame Propagation of Textiles and Films) is the National Fire Protection Association's vertical-flame test for combustible textiles. It is the standard Ontario Fire Code Section 2.3.2 references for drapery and decorative material compliance in places of assembly.
The test exposes a vertical fabric specimen to a calibrated flame from below for either:
- Test Method 1 — 45-second flame exposure, used for lightweight materials (sheers, lightweight drapery up to 21 oz/sq yd).
- Test Method 2 — 2-minute flame exposure with additional secondary ignition, used for heavyweight materials (stage curtains, blackout drapery, heavy velvet over 21 oz/sq yd).
Pass/Fail Criteria
To pass NFPA 701, treated material must demonstrate:
- After-flame time ≤ 2 seconds — once the ignition flame is removed, the specimen self-extinguishes essentially immediately.
- No flaming of falling debris — burning pieces that fall away must self-extinguish before hitting the ground.
- Damaged length ≤ 6.5 inches — the burn path along the specimen is limited.
- Weight loss ≤ 40% — the specimen retains substantial integrity post-burn.
Which Toronto Venues Must Comply
Practically every commercial occupancy with significant fabric installations is covered:
- Hotels, motels, resorts and short-term rentals
- Restaurants, bars, banquet halls and event venues
- Theatres, concert halls, cinemas
- Schools, daycares (see our daycare flameproofing page)
- Healthcare and long-term care facilities
- Places of worship
- Convention centres and exhibition halls
How Often Re-Treatment Is Required
Most professional NFPA 701 treatments remain effective for 2-3 years on indoor textiles in stable conditions. Heavy-use stage curtains, drapery cleaned annually, fabrics exposed to humidity, or items handled frequently may require yearly re-treatment.
Cost of NFPA 701 Compliance in Toronto
Pricing varies by fabric type, total square footage, accessibility (ceiling drapery vs floor drapes), and whether onsite or take-down treatment is needed. Most commercial Toronto venues fall within $500-$3000 for complete NFPA 701 compliance treatment with written certificate. Standalone re-certification of existing treatment is typically $200-$400.
