What Is Flameproofing?

Flameproofing is the professional application of a flame retardant chemical treatment to drapery, curtains, decorative textiles, artificial plants, wood surfaces and other combustible decorations in commercial buildings. The treatment chemically modifies the surface of the fabric so that, when exposed to flame, the material self-extinguishes once the ignition source is removed.

Untreated drapery in a place of assembly is one of the most dangerous fire fuel sources in a building — a single curtain can transition a small ignition into a flashover event in under 90 seconds. Flame retardant treatment is the regulatory and engineering response to that risk: a thin layer of approved chemistry that buys occupants the time they need to evacuate.

In Toronto and across Ontario, flameproofing of drapery and decorative textiles in places of assembly is not optional. It is a legal requirement under the Ontario Fire Code, and fire inspectors actively check for current NFPA 701 compliance certificates during routine and event-triggered inspections.

Ontario Fire Code Requirements

The Ontario Fire Code (O. Reg. 213/07), Section 2.3.2 specifies that drapery, decorative fabrics and similar furnishings in any of the following must be either inherently flame resistant or treated with an approved flame retardant:

  • Hotels, motels, and short-term rentals
  • Restaurants, bars, banquet halls and event venues
  • Theatres, concert halls, cinemas and assembly occupancies
  • Schools, daycares and educational facilities
  • Healthcare facilities, retirement homes and assisted living
  • Convention centres and exhibition halls
  • Wedding venues and places of public worship

Toronto Fire Services, Mississauga Fire & Emergency Services, Vaughan Fire and Rescue Service, and every other municipal fire department in the GTA enforce this requirement. Failure to produce a current NFPA 701 compliance certificate during inspection can result in fines up to $25,000 per violation, immediate occupancy restriction, and loss of liquor or event permits.

NFPA 701: The Recognized Standard

NFPA 701 (Standard Methods of Fire Tests for Flame Propagation of Textiles and Films) is the testing standard recognized by every fire authority in Canada and the United States. The test exposes a treated sample to a calibrated flame for either 45 seconds (Test 1, for lightweight materials) or 2 minutes (Test 2, for heavyweight materials).

To pass NFPA 701, treated material must demonstrate:

  • After-flame time not exceeding 2 seconds
  • No flaming of falling debris or particles
  • Damaged length not exceeding 6.5 inches
  • Weight loss not exceeding 40% of original specimen weight

Is flameproofing legally required in Toronto? +
Yes. The Ontario Fire Code (O. Reg. 213/07, Section 2.3) requires drapery, decorative textiles and combustible decorations in places of assembly, hotels, healthcare facilities, daycares and similar occupancies to be either inherently flame resistant or treated with an approved flame retardant. Toronto Fire Services enforces this code citywide.
How long does flame retardant treatment last? +
Most professional treatments last 2-3 years on indoor textiles in stable conditions. Stage curtains in heavy-use theatres, drapery cleaned annually, or fabrics exposed to humidity may require yearly re-treatment. What is NFPA 701 and what does the test involve? +
NFPA 701 is the National Fire Protection Association's standard test for flame propagation of textiles. Treated samples are exposed to a calibrated flame for either 45 seconds (Test 1) or 2 minutes (Test 2). To pass, after-flame time cannot exceed 2 seconds, no flaming of debris is allowed, and damaged length cannot exceed 6.5 inches. This is the standard fire inspectors specifically reference.
Do you treat onsite or do you take items away? +
Both options are available. Most flameproofing is done onsite — our technicians arrive with all equipment, treat in place, and items are dry within 2-4 hours. For deep-pile velvet drapery or items that also need cleaning, we can take down, treat at our facility, and re-hang. We work around your operating hours.
What does the written flame retardant certificate include? +
Every certificate documents: date of treatment, full address treated, list of items and approximate square footage treated, name and active ingredients of the flame retardant product used, our company licence and insurance numbers, technician name and signature, unique certificate number, and the certificate validity period. We retain a duplicate for compliance documentation.
Will flame retardant treatment damage my fabrics or change their appearance? +
When properly applied by trained technicians, modern flame retardant treatments do not stain, discolour or stiffen fabrics. We test a small inconspicuous area first on any sensitive material (silk, velvet, painted decorative fabric). If staining risk exists, we recommend alternative products or pre-treatment fabric protection.
Can I do flameproofing myself with retail spray? +
Retail flame retardant sprays exist but they are not NFPA 701 certified, do not include compliance documentation, and Toronto fire inspectors will not accept them. Most are temporary water-soluble formulations that wash out and provide minimal real fire protection. For legal compliance, a professional NFPA 701 treatment with written certificate is required.
